We have a need to have some prefab steel structures which can be dropped on locationand become operational within 24 hrs to 48 hrs.
We are looking at this manner of construction for projects in Costa Rica and Panama.

You expect to find a high quality prefab in Costa Rica? I'm not sure you can find quality in any kind of construction there!

What do you mean? The construction in Costa Rica isn't good? As in the companys doing the work?

I think you will find in general the materials and workmanship are substandard. If a house isn't constructed of cement the materials may well be eaten rapidly by bugs and humidity.There is a reason why most construction is cement with ceramic floors and a tin roof slapped on top.
One of the reasons you can't flush toilet paper in most of the toilets in Costa Rica is because the plumbing is also substandard. If you use decent supplies be careful someone doesn't steal them before, during or after construction!

So Tommy, your saying that is i build and use the "good" products that i use in the US, they might get stolen.

I am saying that your materials WILL BE STOLEN. And, if you are not onsite supervising 100% of the time... the quality items you purchase maybe replaced with low quality stuff... or fewer of them used....

It is a sad fact that prefab materials are being cheated right under everyone's noses. This does not apply to Costa Rica but to all parts of the globe not unless you are there or know some one to monitor every transactions. Some cases, the engineers are the ones cheating the project by ordering low quality and cheap materials instead of the agreed materials which may result to a poor type of house.
